Dredging · Placement · Beneficial Use

Every dredging program ends with a decision about where the sediment goes.

Coastal Sediment Partners is a maritime consulting firm that helps ports, navigation districts, and project owners plan dredging work, manage placement areas, and put dredged material to work building marsh, beaches, and habitat. We work across the USA, Canada, and Mexico.

Services

From the channel to the placement site, and beyond it.

We support the whole life of dredged material: where it comes from, where it can go, how the sites that hold it are kept in working order, and how much of it can be reused instead of stored.

  • Placement area & DMPA management

Practical management of dredged material placement areas (DMPAs): levee and weir inspections, maintenance and repair planning, vegetation control, drainage, and site access. We track how much room each site has left and build capacity plans that show when sites need to be raised, rehabilitated, or replaced.

  • Dredging program planning & support

Maintenance and new-work dredging programs planned around channel conditions, available placement, environmental windows, and budget cycles. We help owners estimate quantities, sequence work across sites, and prepare clear scopes for contractors.

  • Beneficial use strategy

Dredged sediment is a resource. We screen material for reuse, identify receiving sites, and shape projects for marsh creation, beach and nearshore nourishment, habitat islands, and shoreline protection, so less material is stored and more of it rebuilds the coast.

  • Permitting coordination

We map the federal, state or provincial, and local approvals a dredging or placement project needs, prepare supporting material, and keep owners, engineers, and agency reviewers working from one schedule.

  • Construction & contractor oversight

An owner’s representative in the field during dredging and placement: pipeline and outfall placement, dike and weir work, turbidity controls, dewatering and ditching, and daily reporting against the plans, specifications, and permit conditions.

  • Monitoring & reporting

Pre- and post-placement surveys, settlement and consolidation tracking, water quality and turbidity checks, and vegetation monitoring on beneficial use sites, delivered as plain-language reports owners and agencies can act on.

Where we work

The USA, Canada, and Mexico.

Each country has its own rules for dredging, placement, and disposal. We coordinate with the agencies and partners that review and approve this work in each jurisdiction.

United States

USA

We coordinate with these agencies on projects involving federal navigation channels, placement areas, and coastal restoration:

  • U.S. Army Corps of Engineers districtsSection 404 and Section 10 permits, and federal navigation channels
  • U.S. Environmental Protection Agency (EPA)Ocean disposal and Section 103 sites
  • NOAACoastal and marine resource reviews
  • U.S. Fish & Wildlife ServiceFish, wildlife, and habitat coordination
  • State agenciesSuch as the Texas General Land Office, TCEQ, Texas Parks & Wildlife, and the Louisiana Coastal Protection and Restoration Authority (CPRA)
  • Port authorities and navigation districtsChannel sponsors and placement area owners

Canada

Canada

Experienced working alongside these agencies on projects involving harbour dredging, disposal at sea, and coastal habitat:

  • Fisheries and Oceans Canada (DFO)Fish and fish habitat reviews
  • Environment and Climate Change CanadaDisposal at sea permits
  • Transport CanadaNavigation and marine transportation
  • Canada Port AuthoritiesHarbour and channel owners

México

Mexico

We coordinate with these partners and agencies on projects involving port dredging, placement, and environmental work:

  • Licensed Mexican engineering firmsWho sign and file engineering work in Mexico
  • Port authorities (ASIPONA)Administraciones del Sistema Portuario Nacional
  • Mexican Navy (SEMAR)Which oversees the national port system
  • SEMARNATEnvironmental permitting
How we work in Mexico →

Mexico

How we work in Mexico.

Engineering work on Mexican projects has to be signed by locally licensed engineers. We build that into every Mexico engagement from day one.

  1. A licensed Mexican engineering firm signs and files

On every Mexico project, we work through a licensed Mexican engineering firm that signs and files the engineering work. Coastal Sediment Partners serves as the specialist advisor on dredging, placement, and beneficial use.

  2. Coordination with the port administration

We coordinate with the Administraciones del Sistema Portuario Nacional (ASIPONA) on projects involving channel maintenance, berths, and placement sites at Mexican ports.

  3. Coordination with SEMAR

The Secretaría de Marina (SEMAR), Mexico’s Navy, oversees the national port system. We coordinate with SEMAR on projects involving port and navigation work.

  4. Environmental permitting with SEMARNAT

Together with our Mexican engineering partner, we coordinate with SEMARNAT on environmental review and permitting for dredging, placement, and beneficial use projects.

Experience

Placement area experience on a working ship channel.

Our principal previously helped manage the Port of Houston’s dredged material placement area program with J. Simmons Group.

That experience with placement areas that serve an active, heavily used ship channel shapes how Coastal Sediment Partners approaches every engagement: keep sites in working order, plan capacity well before it runs out, and look for ways to put sediment to beneficial use instead of simply storing it.

That program work was done with J. Simmons Group, before Coastal Sediment Partners was formed.
